The Ministry of Justice has issued Circular No. 17/2025/TT-BTP, effective from November 1, 2025, replacing Circular No. 02/2018/TT-BTP. This Circular regulates the statistical reporting regime in the justice sector applicable to various entities within the judicial system — notably, law firms and lawyer offices are required to submit periodic reports.
Don’t Forget the Reporting Deadlines for Law Firms and Lawyer Offices
Under this regulation, law firms/lawyer offices must submit three periodic reports using Form No. 11a/TP/LSTN as prescribed by the Ministry of Justice, including:
1. Semi-Annual Report:
Reporting period: January 1 – May 31
Deadline: June 10 every year
2. Preliminary Annual Report:
Reporting period: January 1 – October 31
Deadline: November 10 every year
3. Full-Year Report:
Reporting period: January 1 – December 31
Deadline: January 10 of the following year
Reports must be submitted to the Department of Justice where the law firm or lawyer office is registered. The reporting templates are attached to the Circular and can be used immediately.
It is advisable to assign responsible staff and prepare data early to ensure timely submission.
