The Government has just issued Decree No. 219/2025/ND-CP dated August 7, 2025, regulating foreign employees working in Vietnam, which completely replaces the provisions on foreign employees under Decree No. 152/2020/ND-CP (as amended by Decree No. 70/2023/ND-CP).

The Government has just issued Decree No. 219/2025/ND-CP dated August 7, 2025, regulating foreign employees working in Vietnam, which completely replaces the provisions on foreign employees under Decree No. 152/2020/ND-CP (as amended by Decree No. 70/2023/ND-CP).

Some notable changes include:

  • Removal of the procedure for approval of demand for foreign employees, significantly reducing the total time required to obtain a work permit;

  • Reduced experience requirements for positions of experts and technical workers;

  • Additional experience requirements for the position of executive director;

  • Employers are no longer required to submit signed labor contracts to the competent authority after execution — submission is only needed upon request;

  • And several other changes.

Overall, Decree 219/2025/ND-CP is expected to shorten the processing time for both work permits and certificates of exemption, thereby reducing administrative delays for enterprises and foreign employees.
